About the Hal Greer Project

The City of Huntington, the West Virginia Department of Transportation’s Division of Highways (WVDOH), and KYOVA Interstate Planning Commission have partnered on a roadway project to improve connectivity and safety for all modes of transportation on Hal Greer Boulevard from 3rd Avenue to Kinetic Drive, and transform the corridor into a welcoming gateway and community asset. 

After a multi-year planning, public engagement, and design process, construction from 3rd Avenue to Washington Boulevard is expected to begin in March 2023. 

Funding for construction was provided by KYOVA Interstate Planning Commission Surface Transportation Block Grant and matched by the City of Huntington. 

This project is being designed and funded in phases:

  • Phases 1 and 2: Hal Greer Boulevard from 3rd Avenue to Washington Boulevard – Construction to begin March 2023.
  • Phase 3: Hal Greer Boulevard from Washington Boulevard to Kinetic Park Drive – Design and funding in progress. 

Upcoming Work

  • The Hal Greer Boulevard Complete Street Project has been awarded to Triton Construction. The construction phase from 3rd Avenue to Washington Boulevard is estimated to begin in March 2023.

  • Mid-block crossings in key locations
  • Planted or paved medians
  • Improved signal timing
  • Improved 10' sidewalk on northbound side of roadway from 8th Ave to Washington Blvd.
  • Protected bike lane from 3rd – 7th Ave.
  • Protected pedestrian & bicycle path under viaduct.
  • On-street parallel parking near Marshall Campus & former Northcott property
  • Realigned intersections at 10th Ave & Charleston Ave. 
  • Improved lighting 
  • Streetscape improvement
