The Hal Greer Boulevard Corridor project is on track to be completed this Fall 2024. The current status of the construction process includes continuing work on the shared use path from 8th Avenue to Washington Boulevard. The segment of the project from 3rd Avenue to 7th Avenue has been repaved and is in the process of final adjustments, including marking the bike lanes and new parking spots before all traffic cones will fully be removed. Over the course of the construction project, adjustments to the original plans have been made based on observations from the WVDOH, contractors and the public. All adjustments are determined based on keeping with the original project goals to promote safety for all users of the roadway through and across Hal Greer Boulevard. September 14, 2023
Hal Greer Boulevard will be closed to traffic between 7th and 8th avenues from 6 p.m. to 6 a.m. nightly beginning Monday, Sept. 18, as crews work on relocating a water line in the Hal Greer Boulevard underpass.
During the hours of the water line relocation construction, traffic will be detoured at 8th Avenue and 7th Avenue along Hal Greer Boulevard to the 8th Street underpass.
This work may take several days to complete, but the work will take place in the evening and early morning hours to minimize traffic delays. This project should be completed within a week.
The traveling public should proceed with extra caution and watch for flaggers, equipment and workers. Please use caution when adjusting to the temporary traffic patterns.
This phase of the Hal Greer Boulevard Renovation Project’s goal is to improve connectivity and safety for all modes of transportation on Hal Greer Boulevard from Third Avenue to Washington Boulevard and transform the corridor into a welcoming gateway and community asset.

A sewer line replacement, which is part of the Hal Greer Boulevard Renovation Project, will begin at 6 p.m. Tuesday, Sept. 5, near the intersection of Charleston Avenue and Hal Greer Boulevard (WV 10).
Thru traffic can expect a detour in the traffic pattern along Hal Greer Boulevard from Charleston Avenue to 9th Avenue beginning at 6 p.m. and ending at 6 a.m. nightly during the work week for up to two weeks as contractors work to replace the sewer line. This may take several days to complete, but the work will take place in the evening and early-morning hours to minimize delays for motorists.
During the hours of the sewer line replacement construction, traffic will be detoured at 9th and Charleston avenues along Hal Greer Boulevard to 20th Street. Southbound traffic on Hal Greer Boulevard will be open to local traffic only and will not be able to travel south of the Marshall University Pharmacy School Building. Emergency service vehicles and large commercial trucks, however, will be flagged through the closure.
The traveling public should proceed with extra caution and watch for flaggers. Please use caution when adjusting to the temporary traffic patterns. Emergency service will be allowed to pass through the work zone.

Traffic pattern shift along Hal Greer Boulevard from Third Avenue to Washington Boulevard will begin at 7 a.m. Monday July 17th, 2023, as contractors begin working on installing temporary traffic signals as well as sidewalk, curb, and gutter improvements
Drivers can expect a shift in the traffic pattern along Hal Greer Boulevard from Third Avenue to Washington Boulevard beginning at 7 a.m. Monday, July 17, as contractors install temporary traffic signals. It will take a few days to set up the traffic pattern change.
Northbound traffic will shift to the outside lane of Hal Greer Boulevard, and southbound traffic will shift to the median turn lane. This will allow the contractor to work on sidewalk, curb and gutter improvements on the northbound and southbound sides of Hal Greer Boulevard.
This work is part of the Hal Greer Boulevard Complete Street Project. Although crews are not always on site, this is a permanent construction zone until the project is complete.

Temporary overnight traffic patterns to change on Hal Greer Boulevard at 10th Avenue from 7 p.m. Wednesday, June 14, to 5 a.m. Thursday, June 15, and from 7 p.m. Thursday, June 15, to 5 a.m. Friday, June 16, weather permitting.
Drivers can expect a temporary shift in the traffic pattern along Hal Greer Boulevard at 10th Avenue from 7 p.m. Wednesday, June 14, to 5 a.m. Thursday, June 15, and from 7 p.m. Thursday, June 15, to 5 a.m. Friday, June 16, as contractors relocate water lines as part of the Hal Greer Boulevard project intersection realignments.
The northbound and southbound traffic will be shifted to install a new water line. All traffic will be maintained at this intersection, but the traveling public should proceed with extra caution and watch for flaggers. Please use caution when adjusting to temporary traffic patterns.

Traffic patterns change on Hal Greer Boulevard from 6th Avenue to 9th Avenue, and Washington Boulevard beginning 7 a.m. Monday, June 5, 2023
Drivers can expect a shift in the traffic pattern along Hal Greer Boulevard from Sixth Avenue to Ninth Avenue beginning Monday, June 5, 2023, as contractors continue working in the 16th Street viaduct. The existing inside northbound lane of Hal Greer Boulevard will be closed, and all southbound traffic shifted to the right lane of Hal Greer Boulevard. This also will include work on the medians along Washington Boulevard and Hal Greer Boulevard. The west and east inside turning lanes will be shifted to the right to allow the contractor to complete the work.
Street parking will be removed from Third Avenue to Ninth Avenue on Hal Greer Boulevard.
Please use caution when adjusting to new traffic patterns. Travelers should expect the pattern change to take several days to set up and should not use areas between cones for turning.

About the Hal Greer Corridor Project
The City of Huntington, the West Virginia Department of Transportation’s Division of Highways (WVDOH), and KYOVA Interstate Planning Commission have partnered on a roadway project to improve connectivity and safety for all modes of transportation on Hal Greer Boulevard from 3rd Avenue to Kinetic Drive, and transform the corridor into a welcoming gateway and community asset.
After a multi-year planning, public engagement, and design process, construction from 3rd Avenue to Washington Boulevard is expected to begin in March 2023.
Funding for construction was provided by KYOVA Interstate Planning Commission Surface Transportation Block Grant and matched by the City of Huntington.
This project is being designed and funded in phases:
- Phases 1 and 2: Hal Greer Boulevard from 3rd Avenue to Washington Boulevard – Construction to begin March 2023.
- Phase 3: Hal Greer Boulevard from Washington Boulevard to Kinetic Park Drive – Design and funding in progress.
The Hal Greer Boulevard Complete Street Project has been awarded to Triton Construction. The construction phase from 3rd Avenue to Washington Boulevard is estimated to begin in March 2023.
